Comment Cycles Established for Commission’s Notices of Proposed Rulemaking Regarding the 
Identical Support Rule, the Use of Reverse Auctions to Set High-Cost Universal Service Support, 
and the Federal-State Joint Board on Universal Service’s Recommendations for Comprehensive 
Reform of High-Cost Universal Service Support

On January 29, 2008, the Commission released the following Notices of Proposed Rulemaking 
(collectively, Notices) regarding the high-cost universal service support program:

The Commission set the comment and reply comment deadlines for each of these Notices as 30 and 60 
days, respectively, after publication of summaries of the Notices in the Federal Register.  On March 4, 
2008, summaries of the Notices appeared in the Federal Register.1 Accordingly, comments will be due 
on April 3, 2008, and reply comments will be due on May 5, 2008.
For comment filing requirements, please consult the Notices.2 Because each of the Notices is 
docketed in both CC Docket No. 96-45 and WC Docket No. 05-337, parties may file consolidated 
comments and reply comments in response to the three Notices.  For further information regarding this
